Each bid proposal shall be accompanied by a "Bid Security" in the form of a certified check made payable to the "Okabena-Ocheda Watershed District" (OWNER) in the amount not less than five percent (5 % ) of the total bid, or a surety bond in the same amount, running to the OWNER, with the surety company thereon duly authorized to do business in the State of Minnesota.
